New features and improvements in PingID integration for Windows login.

## Authentication policy MFA prompting issue

Fixed TRIAGE-35045 TRIAGE-35638 TRIAGE-35361 PingID integration for Windows login

We've fixed an issue in PingID for Windows login 2.13.0 where the **Recent authentication** policy wasn't honored because the last authentication state wasn't updating correctly. As a result, users were prompted for MFA on every login, including from allowlist IP addresses.

## Offline authentication with a security key

Fixed TRIAGE-35933 PingID integration for Windows login

We've fixed an issue in PingID for Windows login 2.13.0 that caused offline authentication to fail when using a security key for tenants on `pingone.com.au`.
