Enabling the LDAP changelog using `dsconfig` non-interactive mode

Steps

Use dsconfig to enable the changelog property on the PingDirectory server.

Example:
```
$ bin/dsconfig set-backend-prop \
  --backend-name changelog --set enabled:true
```
