This message is part of the replication protocol.
RS1 sends a MonitorRequestMsg to RS2 to request its monitoring information; when RS2 receives a MonitorRequestMsg from RS1, RS2 responds with MonitorMsg.
Starting with DJ 7.0 replication protocol MonitorRequestMsg is not exchanged between servers anymore, but we keep decoding and responding to it for compatibility with previous versions.
