1. Check whether 16-1~xenial is available in the list

   # sudo apt-cache show nginx-plus | grep "Version"

2. Install NGINX Plus:

   
   # sudo apt-get install nginx-plus=16-1~xenial
   # sudo apt-get install nginx-plus-module-ndk=16+0.3.0-1~xenial
   # sudo apt-get install nginx-plus-module-lua=16+0.10.13-2~xenial
